i. purpose:

The Chief Operations Officer - Programme (COO/P) will be responsible for administrative programmatic support of the projects and partners in the East Africa Region.
The incumbent will provide leadership in the monitoring and reporting phase of regional programme budget implementation.

ii. Structure of Authority:   
The incumbent will report to:
The Regional Programme Manager and Regional Director.

iii. Mandated Aims:
Working in the Regional Office – Nairobi, you will take responsibility for:
Management of all operational aspects of the budget implementation, monitoring and reporting phase of programme development.
Support  strategic decision making through effective analysis of operational issues.

iv. Core Responsibilities:

  • Takes the lead at the East Africa Regional Office in budget planning, implementation and monitoring of projects, by ensuring implementation of programme support according to CBM's standards and approved programme budgets.
  • Management of monitoring and reporting systems for project work, including co-ordination of standard reporting.
  • Ensure compliance with the CBM rules, regulations and structures for the Regional, pertaining to implementation of project support.
  • Skill and knowledge development as well as mentorship of staff in budget implementation and programme monitoring, in relation to their responsibilities.
  • Oversees review of programme and financial reporting against the budgets.
  • Oversee programme implementation issues and advise on compliance and risk management.
  • Focal contact person between Regional Office and the International Office in programme implementation and monitoring issues.
  • Oversee the liaison between project partners and CBM Regional Office on routine programme implementation issues.
  • Input in Regional Office reporting (monthly, quarterly, and annual) depending on area of responsibility.
  • Providing support to program partners in budget Implementation, including skills & knowledge development.
  • Management of department staff including objective setting and performance review.
  • Focal contact between Regional Office and Member Associate (MA) in programme implementation and monitoring issues.
  • Collaborate with Country Coordinators in problem solving related to partner budget implementation.


v. Additional / Stretch Duties:

In addition to the responsibilities outlined in section IV above, the incumbent will upon instruction by his / her superior (s), perform ad hoc activities which are either by their nature related to his / her normal duties or evolve from operational requirements.

These may include but are not limited to:

  • Being available as a potential member of regional Teams of Competence in the areas of implementation, monitoring and evaluation.
  • Supervision with Regional Office Finance issues.


vi. qualifications and experience:

  • First degree and further qualification in Business Management, Administration, Finance, or any other relevant field.
  • Full professional qualifications in accounting (CPA-K, ACCA, CIMA).
  • Two to five years project systems management at a senior level in a similar position within a development organization.
  • Previous work experience in delegation, participatory approach and HR management will be an added advantage.

v. Competencies and Skills:

  • Senior project management knowledge.
  • Understanding of trends and standards in the area of development work.
  • Competent trainer in both formal/informal learning situations.
  • Knowledge in disability and development concepts at operational level.
  • Ability and experience in analyzing programme reporting (financial and narrative).
  • Experience in organizing and monitoring efficient workflow within a team.
  • Competent leader and team builder.
  • Ability to integrate into a multi-cultural environment.
  • Computer literate.  Experience in database management, and use of Microsoft packages such as Outlook, Word, PowerPoint, Excel, and Access.
  • Ability to prioritize work, and meet deadlines.
  • Good written and spoken English.
  • Effective communication skills.
  • Reflects CBM values in daily work.
  • Ability and willingness to travel, mainly within region, about 20% of working days.

Assistant Grants Officer

i. purpose:
 
The Assistant Grants Officer is a support position to assist the Grants Officer in developing and upholding quality standards for financial control across the program portfolio.
 
ii. Structure of Authority:   
     The incumbent will report to Grants Officer, AFC.
 
iii. Mandated Aims:
 
Working in the Regional Office – Nairobi, the incumbent will take responsibility for:
 

  • Supporting the Grants Officer to ensure that quality is maintained through financial monitoring of all programmes;

Support the Grants Officer in the development of financial capacity of partner organisations
       
  iv. Core Responsibilities:
      
To critically analyse implementing partners' financial reports and provide timely feedback highlighting the following to support effective budget implementation and informed program planning:

  • Actions taken during the reporting period to support the achievement of planned performance targets;
  • Highlight major variances between funds received and funds reported and follow up with relevant stakeholders (proviso, system of disbursing funds and any other challenges);
  • Develop and encourage the use of effective  monitoring tools;
  • Ensure that the partners understand the reporting needs of CBM and guide them accordingly if there are any errors in the financial reports;
  • Ensure project/program funds called up conform to planned activities;  
  • Ensuring that the advice notes received from Partners are uploaded in Navision;
  • Update the utilization of RDF and carry over's;
  • To update data on the status of financial reporting by the projects at the RO;
  • Support Grants Officer in the development of financial monitoring tools;
  • Ensure that the pre-filled financial statements received from IO capture all the funds sent to the projects before they are sent to the projects;
  • Support Grants Officer in assessing the capacity of partners and in training them on financial management and reporting;
  • To provide support, to the RO team in the annual budget process by verifying the correctness of data entered in Navision;
  • At all times the Assistant Grants Officer will keep organized and presentable records of activities, correspondence and meetings with which s/he is involved.

 v. Additional / Stretch Duties:
 
In addition to the responsibilities outlined in section IV above, the incumbent will upon instruction by his / her superior (s), perform ad hoc activities which are either by their nature related to his / her normal duties or evolve from operational requirements.
 
These may include but are not limited to:

 vi. qualifications and experience:

  • Degree in Business Administration, Sociology or Community Development;
  • Certified /Chartered Public Accountant (at least CPA Part II);
  • Experience in programme work is an added advantage;
  • French is a significant advantage;
  • At least one year of proven experience in financial control;

 v. Competencies and Skills:
 

  • Ability to analyse and present data and program information, orally and in writing and in non-technical language;
  • Ability to effectively communicate the CBM value of integrity by promoting financial stewardship; 
  • Ability to develop productive and harmonious relationships internally and externally; 
  • Ability to work with people from different cultures, professions and personal backgrounds; 
  • Computer literacy, especially in the basic common accounting software and spreadsheets is essential;
  • Self motivated and able to work independently; 
  • Ability to travel occasionally throughout Central Africa Region.
  • Ability to work with short deadlines; 
  • Ability to meet targets;
  • Willingness to work with others in support of change;
  • Accuracy and keen to detail.
